Completed Developments

In April 2025, CSBA’s research partners published Housing California Educators, a report that summarized findings from nine completed education workforce housing developments.  

Facts sheets and other details on completed EWH developments in the state follow. 

San Francisco Unified School District: Shirley Chisholm Village (opened in 2025)

The district provided its land for a multifamily development built and operated by MidPen Housing and funded mostly through the SF Mayor's Office of Housing and Community Development. 

Jefferson Elementary School District: Eastmoor Heights (opened in 2024)

The district built a multifamily development on its own property, which is rented to district staff. 

San Diego USD: Livia at Scripps Ranch (opened in 2023)

The district entered a public-private partnership with developers to create a mixed-income development of 264 homes on district land. The developers reserve 53 homes for qualifying classified SDUSD employees.

Salinas Union HSD: The Alameda (opened in 2023)

The district purchased a housing development with two apartment buildings while it was under construction. The units are rented out to district staff. 

Jefferson Union HSD: 705 Serramonte (opened in 2022)

The district built a multifamily development on its own property, which is rented to district staff.

Los Angeles USD: Norwood Learning Village (opened in 2017)

The district built a multifamily development on its own property, which is rented to district staff and others.

Los Angeles USD: Selma Community Housing (opened in 2016)

The district built a multifamily development on its own property, which is rented to district staff and others.

Los Angeles USD: Sage Park Apartments (opened in 2015)

The district built a multifamily development on its own property, which is rented to district staff and others.

Santa Clara USD: Casa del Maestro (Phase 1 opened in 2002; Phase 2 opened in 2009)

The district built a multifamily development on its own property, which is rented to district staff.
