Carol Skiljan
Director, Region 17, Encinitas Union ESD
Carol Skiljan, a board member in the Encinitas Union School District, is the Region 17 Director of the California School Boards Association, representing San Diego County. She was elected to the Board of Directors in 2009.
Skiljan has been elected to the board of trustees for the Encinitas Union School District five times since 1992, and has served as board president multiple times. In addition, she has participated in numerous district committees including Legislative Action, Safe Routes to School, Strategic Planning and Citizens for Better Schools, and is currently a part of the City of Encinitas School Liaison Committee.
A member of CSBA’s Delegate Assembly since 1994, Skiljan was appointed to numerous CSBA committees. She is a graduate of CSBA’s Masters in Boardsmanship and the Masters in Governance programs.
She is an active participant of the San Diego County School Boards Association (SDCSBA), holding various offices of leadership. She has served as the SDCSBA representative to the San Diego County Violence and Safety Taskforce, Substance Abuse Summit Technical Planning Committee and Education Workgroup, the San Diego County HHSA Children’s Mental Health System of Care Council and most recently, the San Diego County Superintendents’ Achievement Gap Task Force.
Skiljan is the Executive Director of the San Diego Chapter of Yellow Ribbon Suicide Prevention Program® and a certified YRSPP® trainer and presenter of the youth/young adult suicide awareness and prevention program.
She is currently in her third term as a Commissioner on the San Diego County First 5 Commission, appointed in 2006 by the San Diego County Board of Supervisors. She has served on the Preschool for All Leadership Team and currently chairs the Technical Planning Advisory Committee.
Skiljan and her husband Jeff have two daughters and two grandchildren.
