Student Learning & Achievement
The Student Learning and Achievement course is a content-rich session that focuses on the legal role of county offices in assessing student learning and achievement in county-operated programs. We will move into best practices of county programs that significantly impact student achievement, and the differences between the Board’s role and the Superintendent’s role as you assess student learning. We will provide a detailed review of the Special Education Local Plan Area (SELPA), foster and homeless youth, and discuss the role of the county board in ensuring that these programs and services are operated in the most efficient and cost-effective ways possible. There will be a review of the statewide Dashboard and its impact in your county; an introduction to Equity and a discussion around what it is, how and why to integrate best practices, and how to generate an ongoing program that speaks to raising the awareness in your county around equity; and finally, we will take a look at professional development and how your County Office of Education includes professional development in your work to ensure you are supporting student learning and achievement.
Policy and Judicial Review
This session is all about creating and managing policies and appropriately integrating judicial review. We will talk about the purposes and types of policies that must be understood by county board members and county superintendents and the differences, if applicable, between the two. We will walk through the role of the Board, of the County Office of Education, and of the community when it comes to policy development. You will leave with an understanding of your role as a county board member in the appeal process, the areas of your appellate purview, and due process. You will explore and discuss why the process and your communication regarding these issues matter.
