Foundations of Effective Governance
Foundations for Effective Governance will provide you with an overview of the variety of County Superintendent structures and the impact of those structures on building the governance team. We will reference the historical relationship between County and District Boards of Trustees and work through Board and Superintendent roles and relationships based on local practices and policies and state statues. We will discuss the important concepts of trust, confidentiality, the building of key relationships and the responsibility of County Board Members to both advocate for school districts and participate in the education and understanding of elected officials. You will learn more about how County Offices of Education can support school districts in a time of change; exploring the interplay between CBOEs and School Districts; and Governance among elected officials.
Setting Direction
In the Setting Direction module of Course 1, you will be led through an overview of the LCAP as we focus on the role of the County Board in this process for County operated programs, and how it differs from your role in the LCAP for school districts in your county. Participants will engage in a robust discussion of strategic planning – beyond the mission and vision and you will work on alignment – what does it mean and what is the county board member’s role in alignment as it relates to the County Office of Education’s LCAP and to the board and superintendent relationship. Lastly, we will work on stakeholder engagement at the county level; who are your stakeholders and how do you outreach to the variety of county audiences and engage them on behalf of student achievement?
