COURSE 3: Finance and Facilities
Prerequisite: Course 2
In the Finance and Facilities course, you will learn about the impact of the differences between dependent and independent county boards. We will walk through the process for reviewing interim reports and approving County Office of Education (COE) budgets. Additionally, we will discuss the role of the County Board in setting up the superintendent’s salary. Included in this course is a step-by-step process for acquiring your facilities lease, lease-purchase options, and implications and impacts of holds and conveying real property for county programs. Finally, we will address the Local Control Funding Formula (LCFF), Proposition 98, a history of California School Finance, and the Williams Act as it relates to county boards.
