Signatures submitted for ballot measure to extend Proposition 30 income tax provisions 

Proponents of a ballot measure to extend the income tax portions of Proposition 30 held a press event today in Sacramento to announce the submission of signatures to place the initiative on the November ballot.

According to press materials, nearly one million signatures were gathered for the measure, far exceeding the 585,407 needed to qualify the measure. The Secretary of State’s Office must now verify the signatures so the measure can be placed on the ballot.

If passed by voters in November, the California Children’s Education and Health Care Protection Act of 2016 would extend the income tax provisions of Proposition 30 for 12 years, with revenues split between K-14 education and health care – the sales tax provisions of Proposition 30 will not be extended. The Legislative Analyst’s Office predicts that the benefit to K-12 education could be between $1.8 to $4 billion annually. Outside of the Proposition 98 guarantee, the measure would also benefit the state Rainy Day Fund.

The measure is supported by a coalition that includes the California Teachers Association, the California Federation of Teachers, the California School Employees Association, the Association of California School Administrators, the California Hospital Association, the California Medical Association and others.

CSBA’s Delegate Assembly will review the ballot measure at its May 14-15 meeting and will vote on adoption of an official position on the measure.
