CSBA provides training opportunities for local education agencies (LEAs) at all stages of exploring education workforce housing (EWH). Our novel EWH support pathway is designed around best practices for school districts and county offices of education, rooted in real-world experience and backed by research conducted by our partners at UC Berkeley and UCLA.
Education Workforce Housing Bootcamp
Virtual training that covers the basics of EWH
CSBA’s Education Workforce Housing Bootcamp is a virtual, two-day training designed to guide LEAs through the initial stages of exploration. Bootcamps are geared toward school board members, superintendents, and senior administrators interested in workforce housing who have not yet taken formal steps to explore a project.
During the Bootcamp, participants walk through the seven phases of the EWH Development Framework and complete a series of exercises to assess what workforce housing might look like in their community. They leave the Bootcamp with a completed early assessment workbook.
Content is the same for both sessions, so pick the dates that best fit your schedule.

EWH Deep Dive Workshops
Gain in-depth, expert-led insight into key EWH topics
These trainings are designed for CSBA members committed to exploring workforce housing. Each workshop covers two topics core to successfully exploring EWH; all are led by experts. Participants will leave each workshop with an action plan on how to continue exploring the workforce housing in their community.
Deep Dive workshops are designed for board members, superintendents, chief business officials, facilities leaders and senior administrators exploring education workforce housing.
Attend a la carte based on your needs and schedule, or attend all three and receive a Certificate of Completion from CSBA.

Guided Site Tour: The Acacia in Palo Alto
Gain inspiration from one of the newest workforce housing developments in the state
Join a tour of The Acacia in Palo Alto led by Abode Communities, the affordable housing developer who made the project possible. This beautiful 110-unit development is located in one of the main shopping areas of Palo Alto, just blocks from the CalTrain station. It’s a great example of how multiple agencies can collaborate to bring EWH to an entire region: educators from eight districts and one community college district can live in The Acacia. This three-hour events includes a guided tour, a panel with the developers and property managers, and lunch. Come and be inspired!
Everyone is welcome to join this tour, no matter where you are on your journey toward exploring workforce housing.

Predevelopment Loan Fund
CSBA is pleased to offer the nation’s first EWH Predevelopment Loan Fund, a new source of funds for feasibility studies, entitlement work and site analysis. These activities are vital for assessing the viability of any EWH project, and CSBA is stepping in to ensure its members can complete this work without tapping their general fund.
The Predevelopment Loan Fund is made possible through the generous support of the Chan Zuckerberg Initiative and offers loans of up to $150,000 to eligible LEAs. Applications will be reviewed and accepted on a rolling basis with a strong preference for projects with well-researched plans and strong stakeholder buy-in.
CSBA will announce details on eligibility criteria and the application process later in 2026.

Education Workforce Housing in California: The Handbook (2022): This handbook, a companion to the landmark 2022 research report, is designed to provide governing teams a guide to best practices in bringing education workforce housing to their LEA.
