Luan Burman Rivera
CSBA Past President
Luan Burman Rivera boasts a distinguished career spanning over 45 years in public education. For 16 years, she served as a Ramona Unified School District board member, showcasing exemplary leadership in San Diego County. As a former teacher and dedicated community volunteer, Rivera brings a wealth of experience to her CSBA roles.
Rivera, a past president of CSBA, currently serves as a faculty member for the Masters in Governance
® program. Additionally, she holds the senior governance educator/consultant position with CSBA's Governance Consulting Serviceswhere she facilitates workshops like the Board Presidents Workshop and the New and First-Term Board Members Institute, aiding governance teams in enhancing their leadership skills and organizational effectiveness.
Rivera actively contributes to educational initiatives, serving on the San Diego County Achievement Gap Task Force and the CSU Education Leadership Doctorate Advisory Board. She has also lent her expertise to the National Council for Accreditation of Teacher Education Board of Examiners.
Rivera fosters collaboration among schools, cities and counties through her involvement with the Cities Counties and Schools Partnership. She chaired the Conditions of Children Task Force and the board of directors, driving initiatives to improve outcomes for children and families.
Rivera earned her bachelor’s degree in education from the University of Illinois, Champaign-Urbana, and a master’s degree from Roosevelt University in Chicago, specializing in elementary education with a focus on reading. Additionally, she holds an English as a Second Language Certificate.
