Race to the Top: It’s not over yet 

State officials submitted California’s application for the  $4 billion federal Race to the Top competitive grant program on the Jan. 19 deadline—the same day that President Obama announced he will seek $1.3 billion to “expand the Race to the Top competition to include local school districts that are … committed to change” directly instead of funneling all of the new funds through state governments.

The California Department of Education reported that  457 school districts or county offices of education, 345 charter schools and two regional occupational programs had submitted memoranda of understanding committing to RTTT’s reform requirements before the deadline for participation in the program’s first phase. Winning states for the first round will be announced in April; applications for the second round are due June 1. The proposal to expand the program directly to local districts depends on funding from Congress.
