Join CSBA for the 2025 County Board Governance Workshop, designed to empower and inspire county board members and superintendents. This workshop is taking place April 11-12 in Sacramento. Attendees will receive up-to the-minute analysis of the state budget from a county perspective, review legislative developments of particular importance to county boards, learn critical advocacy strategies and deepen their understanding of how the California Collaborative for Educational Excellence’s (CCEE) Community Engagement Initiative can accelerate academic performance and close achievement gaps for students.

Interactive sessions, led by experienced county board members and CSBA experts, will provide actionable tools and strategies to enhance leadership and elevate performance across county offices of education. In addition to learning opportunities, attendees can connect with peers, share challenges and triumphs and gain inspiration. The two-day workshop includes materials, continental breakfast, lunch and reception. Don’t miss this chance to strengthen your skills, expand your network and solidify your role as an advocate for students.

Parking

Parking at the Sheraton is valet-only, with a daily and overnight rate of $45. Self-parking is not available. A public pay-to-park garage is located on J Street before reaching the Sheraton, offering handicap parking and one electric vehicle charging station (first come, first served). For guests needing accessible parking, valet service may be the most convenient option.

Chris Gardner, CEO of HappYness

Chris Gardner is an entrepreneur, bestselling author and award-winning film producer, best known for his autobiography The Pursuit of HappYness, which inspired a critically acclaimed film. Gardner's new book, Permission to Dream, was selected as "Book of the Month" by the Wall Street Journal. Gardner now focuses on fireside chats, sharing insights from his life and 40 years of entrepreneurial experience through informal discussions. He emphasizes adaptability and change, reflecting on how his story remains relevant in today’s world.

Speakers

David M. Toston, Senior Advisor at the California Collaborative for Educational Excellence (CCEE)

David M. Toston, Sr. leads initiatives to improve student achievement and oversees the CCEE’s Community Engagement Initiative. He previously held executive roles in county offices of education, focusing on leadership and policy for underserved learners. He has chaired the Advisory Commission on Special Education and a statewide nonprofit, advocating for students with disabilities. He holds advanced degrees in school leadership and school psychology, with certifications in leadership and school finance.

Erin Mahoney, Senior Director of Community Schools at the San Diego County Office of Education

Dr. Erin Mahoney is a seasoned educational leader with expertise in equity, student achievement, and community engagement. As Senior Director of Community Schools at the San Diego County Office of Education, she builds partnerships between schools, families, state agencies and communities. Dr. Mahoney has led initiatives to implement evidence-based practices and reduce achievement gaps, including the California Community Schools Framework and the California Community Engagement Initiative 2.0. She holds a Doctorate in Educational Leadership from San Diego State University and has served in various school administration roles.

Cathie Buston, Board President, Madera County Superintendent of Schools

Cathie Bustos represents Area 5 on the Madera County Board of Education and has served since 1998. She is the current Board President and has also led the California County Boards of Education and the Madera County Schools Foundation. A dedicated advocate for students, she actively supports and volunteers at student events, often involving her family. Raised in the community she represents, she is passionate about advocating for students at both local and state levels, emphasizing the importance of teamwork in education.

Dr. Ceci Massetti, Superintendent, Madera County Superintendent of Schools

Dr. Cecilia Massetti has served as Madera County Superintendent of Schools for 12 years, leading key decisions on personnel, budgets, curriculum, and student well-being. With over 30 years of leadership experience, she works closely with the county’s school districts and charter schools to address their unique needs. She has served on various state and local education boards, ensuring strong programs and financial responsibility. Through her leadership, the focus remains on students, services, and community support, even in challenging economic times.

Loretta Eckenrode,Board President, Humboldt County Board of Education

Loretta Eckenrode has served on the Humboldt County Board of Education since 2015 and is currently its Board President. Since 2018, she has also been a member of the Stellar Student Interview Panel, helping recognize outstanding students. A former teacher at Garfield School for 25 years, she was known for her leadership and dedication to math education. Her excellence has been recognized with multiple teaching awards. Loretta remains committed to shaping educational policies and supporting student success in Humboldt County.

Michael David-Hughes, Superintendent, Humboldt County Board of Education

Michael Davies-Hughes has served as Assistant Principal at McKinleyville Middle School and Superintendent of McKinleyville Union School District. A dedicated advocate for education in Humboldt County, he has raised over $30,000 for early literacy and $15,000 for Hopecam, supporting children in cancer treatment. He collaborates with local organizations to enhance education and promote academic growth. His leadership focuses on strengthening college readiness and student success across the county’s school districts.

Tammy Loveland, Board Member, Madera County Superintendent of Schools

Tammy Loveland represents Area 2 on the Madera County Board of Education, covering portions of Raymond-Knowles, Bass Lake, and Yosemite Unified School Districts. She joined the Board in 2020, following 12 years as a district trustee for Yosemite Unified. Mrs. Loveland served as Board President multiple times and as Vice President of the MCBE in 2021 and President in 2023 and 2024. With 19 years of experience as a Costco general manager, she opened several stores in the Bay Area and Colorado. She is dedicated to creating the best experiences for students, even with limited resources.

Derick Lennox, Senior Director, Governmental Relations & Legal Affairs, California County Superintendents

Derick Lennox is a lobbyist and attorney serving as the Senior Director of Governmental Relations and Legal Affairs at the California County Superintendents. Since 2015, he has helped TK-12 educational leaders navigate California's legislative and budget processes. Derick began his career as a Jesse M. Unruh Fellow and policy aide in the State Legislature. He holds a J.D. from Georgetown University Law Center and a B.A. from UC Davis. Outside of work, his young children help him keep life in perspective.

Travis Haskill, Assistant Superintendent, Butte County Board of Education

Travis Haskill is a CPA with over 17 years of financial experience. A CSU Chico graduate, he worked in public accounting and healthcare finance before joining the Butte County Office of Education. Over the past 10 years, he has held various leadership roles in the Fiscal Services department, including Director of External Fiscal Services. Now Assistant Superintendent of Fiscal Services, he oversees budgeting, financial reporting, and district support. He is a graduate of the FCMAT CBO Mentor Program and holds a CASBO CBO certification.

Veronica Coronado, Associate Superintendent, Yolo County Board of Education

Veronica Coronado is a school finance professional with nearly 18 years of experience in county offices and school districts. As Associate Superintendent of Administrative Services at Yolo County Office of Education, she oversees fiscal services, IT, and support operations. She has held key roles, including External Business Director at YCOE and CBO at Winters Joint USD. Veronica holds a business management degree from the University of Phoenix and a CASBO CBO certification. She is also active in professional development and leadership training.
