Education Workforce Housing 101 Workshop Series: Part 3 – Northern California (5/8/26 - IN PERSON)

Description

Description

CSBA’s Education Workforce Housing (EWH) 101 Workshop Series, Part 3 builds on Parts 1 and 2 and prepares participants to transition from exploring EWH options to formal analysis. This workshop covers the evolving legislative landscape related to EWH, advanced financing concepts and how to prepare for a feasibility study, which is a pivotal milestone in making the key decisions that move projects forward. This is the final workshop in the series.

Participants will learn how new laws impact local educational agency (LEA) authority, timelines and funding opportunities, as well as how to interpret and manage the more complex components of project financing. The workshop concludes with practical guidance on scoping, procuring and managing formal assessments of proposed workforce housing sites. It also serves as a valuable refresher to keep up with the latest in EWH legislation and onboard newly elected trustees, superintendents and senior administrative staff to an existing project.

Why take this training?

The policy and financing landscape for EWH are rapidly changing as interest and uptake grow. Part 3 equips LEAs with up-to-date information and deeper financial context to make informed decisions about next steps.

By the end of this workshop, participants will understand how to prepare their governance team, internal staff and consultants for the feasibility process — reducing risk, shortening timelines and ensuring high-quality decision-making.

Relevance to governance

Governance teams and senior leaders play a central role in authorizing feasibility studies, selecting developers and consultants and overseeing early due diligence. This workshop prepares you to evaluate proposals, understand consultant deliverables and ask the right questions at critical decision points. Participants will come away with a clearer understanding of what feasibility studies should produce and how to ensure that outcomes reflect LEA goals, constraints and community context.

Participant benefits

Participants will leave Part 3 with:

  • A guided tour of a completed EWH development
  • An overview of the key legislative statutes and policy changes impacting EWH
  • An advanced understanding of financing options and how they affect development timelines
  • Guidance for preparing your LEA for formal feasibility work
  • Sample scopes of work, evaluation criteria and decision-making tools
  • A comprehensive packet of materials to support next-step planning

Upon completing all three parts of the series, participants will receive a Certificate of Completion from CSBA.
