Course 2: Student Learning & Achievement | Policy & Judicial Review
Prerequisite: MIG COE Course 1
Course 2, Module 1: Student Learning & Achievement
The Student Learning and Achievement course is a content-rich session that focuses on the legal role of county offices of education in assessing student learning and achievement in county-operated programs. Topics coverd in this course include best practices of county programs that significantly impact student achievement, and the differences between the board’s role and the superintendent’s role in assessing student learning. CSBA governance consultants will provide a detailed review of the Special Education Local Plan Area (SELPA), foster and homeless youth, and discuss the role of the county board in ensuring that these programs and services are operated in the most efficient and cost-effective ways possible. There will be a review of the California School Dashboard and its impact in counties; an introduction to equity , how and why to integrate best practices, and how to generate an ongoing program that raises awareness in counties. Finally, the course examines how COEs can include professional development in their work to ensure student learning and achievement are fully supported.
Course 2, Module 2: Policy & Judicial Review
This module is all about creating and managing policies and appropriately integrating judicial review. CSBA governance consultants will explain the purposes and types of policies that must be understood by county board members and county superintendents and the differences, if applicable, between the two. Topics will include the role of the board, of the COE and of the community when it comes to policy development. Participants will leave with an understanding of their role as a county board member in the appeal process, the areas of appellate purview and due process, exploring why the process and clear communication regarding these issues matter.
