CSBA’s Education Workforce Housing (EWH) 101 Workshop Series, Part 2 builds on the foundational knowledge from Part 1, equipping participants to navigate three critical components of early EWH planning: financing fundamentals, zoning and land use requirements, and community engagement strategies.
Through a guided site tour, expert instruction and peer discussion, participants will learn about the typical funding sources for EWH developments, the regulatory processes that influence project feasibility and strategies for building broad-based community support. This workshop is designed for local educational agencies (LEAs) that are ready to deepen their technical understanding and prepare for informed feasibility analysis and due diligence. It also serves as a valuable refresher for onboarding newly elected trustees, superintendents and senior administrative staff to an existing project.
Why take this training?
Financing, zoning and community engagement present significant challenges for LEAs exploring workforce housing. This workshop clarifies these topics by breaking them down into practical concepts that non-developers can understand and apply. This is the second of three workshops in the series.
Participants will gain a realistic understanding of funding pathways, timelines and regulatory constraints, and learn how to cultivate broad community support that converts skeptics into supporters. This knowledge will help LEAs anticipate challenges early on and develop strategies that are essential for ensuring long-term project success.
Relevance to governance
Board members, superintendents, chief business officers, facilities leaders and senior administrators play a crucial role in navigating the financial, political and regulatory aspects of EWH projects. Part 2 of this workshop series prepares attendees to consider financing options, understand the recommendations of staff or consultants, identify zoning challenges and develop effective communication strategies with labor partners, neighbors, staff and elected officials. This workshop will provide a clear understanding of the leadership role and the relevant tools and strategies to be successful during the predevelopment stage.

Upon completing all three parts of the series, participants will receive a Certificate of Completion from CSBA.

- Cancellations or transfers received within five (5) business days of the event are not eligible for a refund as food/beverage and materials have been ordered on your behalf.
- There are no refunds for no-shows.
