Education Workforce Housing 101 Workshop Series: Part 1 – Northern California May 8, 2026 IN PERSON

CSBA's Education Workforce Housing (EWH) 101 Workshop Series Part 1 equips local education agencies (LEAs) with practical guidance to develop their workforce housing plans. This full-day, in-person workshop includes a tour of the award-winning 705 Serramonte development opened in 2022 by the Jefferson Union High School District (JUHSD). Participants will hear best practices and advice from JUHSD staff, gaining guidance and inspiration for their own efforts.

This workshop is ideal for governance teams and staff who have committed to exploring workforce housing and want to strengthen their plans before moving deeper into feasibility and project scoping. It also serves as a valuable refresher for onboarding newly elected trustees, superintendents, and senior administrative staff to an existing project.

As workforce shortages continue to challenge LEAs across California and impact student achievement, EWH is increasingly seen as a strategic approach to improving recruitment, retention, and long-term fiscal sustainability. Participants will develop a comprehensive understanding of what EWH projects entail, the pros and cons of various models for EWH, and how to match housing demand within their LEA to their project vision.

Participants will be able to:

  • Analyze a completed EWH development and draw lessons applicable to their own LEA
  • Understand the step-by-step EWH development process, including initial assessment and commitment, feasibility, entitlements and development, and beyond
  • Understand the implications and tradeoffs of different financing approaches
  • Identify the essential components of a high-quality feasibility study
  • Summarize the key pieces of legislation governing EWH and their implications for LEAs

If an attendee is unable to make an event or make a substitution, the following applies:

  • Up to five (5) business days prior to the event, with written notice, registrants may cancel for a full refund. Please send cancellation requests via email to register@csba.org. Telephone requests will not be honored.
  • Cancellations or transfers received within five (5) business days of the event are not eligible for a refund as food/beverage and materials have been ordered on your behalf.
  • There are no refunds for no-shows.

CSBA reserves the right to cancel any training event where the number of registrants does not meet our minimum requirement.
