Course 2: Policy & Judicial Review and Student Learning & Achievement
Prerequisite: MIG COE Course 1
Course 2, Module 1: Policy & Judicial Review
Policy and Judicial Review is all about creating and managing policies and appropriately integrating judicial review. We will talk about the purposes and types of policies that must be understood by County Board of Education members and County Superintendents of Schools, and the differences between the two sets of policies. We will walk through the role of the County Board of Education, of the County Office of Education staff, and of the community when it comes to policy development. You will leave with an understanding of your role as a county board member in the appeals process, the areas of your appellate purview, and due process. You will explore and discuss why the process and your communication regarding these issues matter.
Course 2, Module 2: Student Learning & Achievement
Your Student Learning and Achievement course is a content-rich session that focuses on the legal role of county offices in assessing student learning and achievement in schools operated by a County Office of Education. We will move into best practices of county schools that significantly impact student achievement, and the differences between the County Board of Education’s role and the County Superintendent of School’s role. We will provide a detailed review of schools that serve our at-promise youth including foster and homeless youth and discuss the role of the county board in ensuring that these schools and services are operated in the most efficient and cost-effective ways possible. There will be a review of the statewide Dashboard and the use of data for accountability and monitoring of student learning. This course includes a continued focus on Equity and a discussion around what it is, how and why to integrate best practices for your at-promise youth, and how to generate an ongoing program that speaks to raising the awareness in your county around equity. Finally, we will identify practices of advocacy in your work to ensure you are supporting student learning and achievement.
Pre-course Assignments: Each course will have pre-course assignments which need to be completed prior to attending the full-day course.
