Course 3: Finance | Facilities
Prerequisite: MIG COE Courses 1 and 2
Course 3, Module 1 and 2: Finance and Facilities
In the Finance and Facilities course, participants will learn about the differences between dependent and independent county boards. CSBA governance consultants will walk through the process for reviewing interim reports and approving county office of education budgets. Additionally, the role of the county board in setting up the superintendent’s salary will be discussed. Included in this course is a step-by-step process for acquiring facilities leases, lease-purchase options, and implications and impacts of holds and conveying real property for county programs. Finally, instructors will address the Local Control Funding Formula (LCFF), Proposition 98, a history of California School Finance and the Williams Act as it relates to county boards.
