CSBA will release its Report on School District Reserves, which will provide data and analysis underscoring the risks that threaten the financial solvency of California’s school districts as the legislature starts its new session on December 1.
The recent passage of Proposition 2 triggers trailer bill language limiting the amount school districts can retain in reserves. The first dollar contributed to the state Proposition 98 reserve account will force school districts to bring local reserve balances to arbitrarily imposed levels that could lower bond ratings, limit borrowing ability, and threaten districts’ ability to meet financial obligations, including deferred maintenance, retiree and employee benefits, and school programs.
CSBA continues to advocate for immediate legislative action to repeal the recently enacted statutory limit on district reserves. For more information about CSBA and its efforts to repeal the reserve cap, click here.
