SB 799 Held in Assembly 

Senate Bill 799 (Hill – D, San Mateo), the CSBA-sponsored measure to fix the cap on school district reserves, was held in the Assembly Rules Committee and was not heard by the Legislature prior to the end of the 2015 session. A last-minute motion on the Assembly floor, made on the final day of the session to move SB 799 out of the Rules Committee, failed by a margin of 28-51. The bill, which received support from 16 bipartisan co-authors from both the Senate and Assembly and a growing backing from education advocates, would make key modifications to the original budget trailer bill Senate Bill 858 which established the cap. These modifications would include raising the level of the current cap, narrowing the funds which would be subject to the reserve limit and exempting small and basic aid districts altogether. CSBA President Jesús Holguín expressed appreciation for the support that hundreds of school trustees and education leaders statewide have shown for SB 799, and stated that, “CSBA will continue its efforts to ensure that California’s schools are able to save for the next rainy day and provide the best possible education for the state’s six million students.” Please continue to follow CSBA communications for updates on the ongoing effort to fix the reserve cap.
