Finance, Facilities, and Charter Schools
Prerequisite: Course 1
Course 3, Module 1: Finance and Facilities
In your Finance and Facilities course, you will learn about the impact of the differences between dependent and independent county boards. We will walk through the process for reviewing interim reports and approving County Office of Education (COE) budgets. Additionally, we will discuss the role of the County Board in setting up the superintendent’s salary. Included in this course is a step-by-step process for acquiring your facilities lease, lease-purchase options, and implications and impacts of holds and conveying real property for county programs. Finally, we will address the Local Control Funding Formula (LCFF), Proposition 98, a history of California School Finance, and the Williams Act as it relates to county boards.
Course 3, Module 2: Charter Schools
In the Charter Schools module of Course 3, participants will become very clear about their role and responsibilities regarding authorization of county-wide Charters. We will talk about the requirements of county-wide charters, the statues around such, and you will be armed with the appropriate questions to ask when the issue of charter schools comes before your county board. You will also discuss the grounds for revoking Charters, and the implications and impacts of approving charters in your county.
