County Board Governance Workshop


This innovative two-day training is one of the best opportunities for newly elected and first term county board members to learn about their unique role and responsibilities. Veteran board members will also benefit from this annual refresher. Participants will explore the board's role in each area and will be able to apply these processes on their board.  Superintendents: Attend with three members from your board and we’ll waive your registration fee.  The two-day training includes full cost of registration.

The Program

The CCBE County Board Governance workshop will be held in collaboration with CSBA at the Hyatt Regency hotel in Sacramento, CA on January 27-28, 2017. This training will help you attain a high level of competency and understanding of the governance role. Throughout the training program, you’ll learn about tools you can use to become a more effective member of your governance team.  You’ll hit the ground running with in-depth county focused learning opportunities on budget and finance, county board appellate role involving inter-district transfers and expulsions, legislative advocacy and community leadership, Local Control Accountability Plans, board policy and bylaws plus an opportunity to network with other county board members.

Effective Governance

This session provides information on the role and critical aspects of board governance, the attributes of a highly effective governance team and what every board member needs to know about the county office and their relationship with the Superintendent.  

Budget & Finance

Learn how to review financial reports, the board’s role in developing budget priorities that reflect the goals of the county office and tools for adopting and monitoring the county budget.

Appellate Role

Understand county specific roles as appellate decision makers by addressing the common elements of appeal procedures and the importance of understanding the standard and scope of review in an appellate process plus learn about expulsion and inter-district transfer appeals.

Advocacy 101

Understanding the basics of education policy, politics, and school finance are crucial elements in any campaign to affect public policy. Attendees will explore how county board members can better navigate local, state and federal policymaking bodies through gaining a basic understanding of the policymaking process and implementing effective advocacy strategies. Learn tools, tips and resources on how to build community support for education and how to create positive relationships and productive cultures that lead to strong results in their local communities.

Superintendents: Attend with three members of your board and we’ll waive your registration fee. Board members must be registered first, then send an email to the CSBA Registrar at to request a complimentary registration for the Superintendent.
