CSBA works on behalf of members to explain and advocate for budget resources and flexibility. The California school finance system is complex and includes a range of programs and regulations, many of which interact in unique ways. CSBA provides resources to explain individual programs and to encourage you to consider your local budget in light of current rules and pending issues.
For the 2011-12 year, 188 districts found themselves in either qualified or negative fiscal condition, prompting CSBA to produce a number of resources to assist districts get through these difficult times without falling into state take over. Flexibility has been granted regarding a number of state programs including flexibility of most categorical programs and elimination of many state mandates. As the state funding formula continues to be addressed, the flexibility of both funding and program rules will continue to shift.
This Fair Funding section addresses the funding system in general, as well as specific programs and guidelines that impact district budgets, and CSBA and its business partners will continue to offer budget solutions to help you better address your budget challenges.
