Who can run for CSBA Vice President?
Any member of a district board or county office of education whose board is a member of CSBA.
Who do I contact if I want to run for CSBA Vice President?
Individuals interested in running for Vice President must notify CSBA President Paul Chatman, in writing, of their intent to run in advance of December’s Delegate Assembly meeting. President Chatman must receive written notice of an individual’s intent to run from the floor prior to 9:45 a.m. on Wednesday, December 3, 2008. Notice may be sent via e-mail (c/o dbreshears@csba.org), or U.S. Mail to CSBA President Paul Chatman (Attention: Dollye Breshears), P.O. Box 1660, West Sacramento, CA 95691.
When is the Delegate Assembly meeting?
The Delegate Assembly meeting is Wednesday, December 3 and Thursday, December 4 at the Manchester Grand Hyatt in San Diego. The meeting begins at 9:45 on Wednesday morning.
What does “run from the floor” mean?
After the meeting is convened on Wednesday morning, there will be a place on the agenda for individuals who have declared in advance their intent to run, to be nominated from the floor of the Delegate Assembly by a member of the Delegate Assembly.
Who can nominate individuals to run for CSBA Vice President?
Only a member of CSBA’s Delegate Assembly may nominate individuals to run for CSBA Vice President.
Who are the members of the Delegate Assembly?
The Delegate Assembly consists of board members from CSBA member boards who were either elected or appointed to serve on CSBA’s Delegate Assembly. In addition to the elected and/or appointed Delegates, members of CSBA’s Board of Directors, CCBE’s Past President, and CSBA Past Presidents (currently serving on a local board) comprise the membership of the Delegate Assembly.
May I contact the Delegates in advance of the meeting about my intent to run?
Yes. Following notification to the President of your intention to run from the floor, CSBA will provide, upon request, one set of labels with mailing addresses for members of the Delegate Assembly.
What is the term of a CSBA Vice President?
The term of office for each officer shall be one year commencing immediately upon the close of the Annual Education Conference of the Association. Each officer serves one year in each of the four chairs beginning with the Vice President, then President-elect, President and Immediate Past President. The Vice President runs for election to the office of President-elect and after completion of his or her term, the President elect succeeds to the office of President.
What are the role and responsibilities of the Vice President?
The Vice President is a member of the Executive Committee, which consists of the officers of the Association and the Executive Director. The Executive Committee shall act on behalf of the Board of Directors between meetings of the Board and perform the duties assigned to it by the Board of Directors and the Delegate Assembly. The Executive Committee shall serve as a direct resource to the Executive Director to ensure that operational decisions are derived from the Policy Platform, Vision and Mission. The Executive Committee shall have the following powers and duties:
- Provide overall, ongoing policy direction to the Association's Executive Director.
- Authorize programs and activities which implement the Vision and Mission of the Association.
- Monitor major programs and policy implementation to ensure compliance with the Policy Platform, Vision and Mission of the Association.
- Adopt positions and policies to supplement the Policy Platform, in order to be responsive between meetings of the Board of Directors Delegate Assembly.
- Evaluate the performance of the Executive Director on an annual basis.
- Serve as spokesperson for the Association’s agenda.
- Serve as liaison with external groups on behalf of the Association.
What are the required meetings?
- All Executive Committee Meetings (approximately six-seven per year; meetings occur the day before the Board meetings).
- All Board meetings (approximately six are held per year) - in late January, March, May (the May meeting is on a Friday), June, and September, the meetings are held on weekends (a full day on Saturday and half day on Sunday in Sacramento). In late November/early December the Board meeting is held in the city that is host to the CSBA Annual Education Conference and that meeting is held on the Tuesday immediately preceding the Delegate Assembly meeting.
- Delegate Assembly meetings (two per year in conjunction with the May and December Board meetings)
- CSBA Legislative Action Conference (in conjunction with the May Delegate Assembly)
- CSBA Annual Education Conference and Trade Show (in conjunction with the November/December Delegate Assembly)
- National School Boards Association meetings
- CSBA’s Federal Issues Council lobbying trip to Washington D.C.
- Numerous other meetings throughout the year.

Frank Pugh (Santa Rosa City Schools, Santa Rosa, Region 3). Mr. Pugh has been nominated and put forward as a candidate for 2009 CSBA President-elect.
